The Online Casino Regulatory Landscape
Real-money online casinos are legal only in the states that have specifically authorized iGaming, and they operate under state gaming regulators or tribal gaming authorities. How Our Rating System Works
Every operator receives a VI Trust Rating from 0 to 10, calculated using a weighted system across seven categories. Each category score is based on measurable sub-criteria assessed against defined standards and thresholds.
Where significant issues or hard failures are identified, penalty multipliers may be applied before the final score is calculated. Operators that excel in specific areas can receive bonus multipliers that help improve their ranking among our recommended sites.

How We Calculate The VI Trust Rating
We calculate every rating using a transparent formula:
Σ (Dimension Weight × (Dimension Sub-score × Multiplier))
- Sub-Criterion Scoring. Each category contains between two and four measurable sub-criteria. Every sub-criterion is scored from 0 to 10 using predefined benchmarks and thresholds. The dimension score is the weighted average of its sub-criteria.
- Penalty and Bonus Multipliers. After a dimension score is calculated, additional multipliers may be applied based on documented issues or exceptional performance. Multipliers are applied to the relevant dimension or sub-criterion score rather than the final overall score, keeping their impact proportional to category weighting.
- Final Weighted Score. Adjusted dimension scores are multiplied by their category weights and combined to produce the final VI Trust Rating out of 10.
Penalty multipliers are capped with a minimum floor of 0.5x for any single trigger (one issue cannot cut a dimension below half its earned value). The sole exception is the 0.0x hard failure for operating with no verifiable gaming license in a state that requires one.
Bonus multipliers are capped at 1.15x to prevent score inflation.
All final scores are rounded to one decimal place for display.

The example below shows a VI Trust Rating for a hypothetical online casino that performs well on licensing and game quality but receives a penalty in Bonus & KYC Transparency for a documented KYC loop (players repeatedly asked to resubmit already-approved documents).

- Penalty Trigger Review: Conducted within 30 days after a documented hard failure appears in verified community reports or regulatory records.

The date of the most recent full review is displayed on every operator review page. If a score changes because a penalty multiplier was newly triggered, the review includes a visible score-update notice explaining what changed and when.
