Missouri Senator Denny Hoskins was voracious in attempting to legalize online sportsbooks in 2021, and seemed comparitively eager to throw his weight behind similar attempts in 2022. However, other senators wouldn't budge if Hoskins' proposals continued to include legal VLTs, or video lottery terminals, which are hotly contested gambling machines that casino owners hate.

Why? They're essentially slot machines that aren't required to be within the bounds of a casino, leeching away revenues from small businesses. Hoskins, however, demonstrated in late April 2022 that VLTs are a must-have for his favored version of the sports betting law, going so far as to filibuster a vote on the bill for nearly four hours.

The sparring continued as Hoskins held court, lashing out in particular at Senator Mike Bernskoetter, whom demonstrated a severe lack of interest in betting on much of anything, sports included. Bernskoetter responded to Hoskins' prodding with the phrase "I have no idea" at least four times when asked about his level of understanding regarding betting; Senator Karla May soon stepped in, seemingly to play Good Cop to Hoskins' Bad, but even she felt that the opposing voices in the chamber were being unreasonable:

There is no mirror where you’re going to ask me to stand down on what I want while you get what you want. Like I said, that dog don’t hunt. Just stop. It’s an intellectual insult.

Senate President Pro Tempore Dave Schatz brought down the proverbial gavel at 9:30pm, and with no time for other arguments, Hoskins' filibuster was a success. This would be at the cost of tax revenue to thee tune of a few million dollars, but VLTs continue to be the lynchpin issue for a number of MO legislators, including Karla May.

From where we sit in 2022, there isn't much of a chance for sports betting legislation to make it to Governor Mike Parson's desk by the end of the year. Some report that other bills are still on the floor in MO and could be repurposed, agreed upon and passed before session's end in May. Senator Hoskins himself has stated that he has over 150 amendments if needed that can be added as replacement language to the text of the bill, but it's unlikely that he'll lose VLTs, and he's starting to lose his constituents' support.

It's gotten worse for Hoskins, as political consultant Brendan Bussmann stated that Hoskins is now the roadblock to legal betting in the state, and might be voted out.
