AZ sports betting is functionally legal, but there's still the issue of completely finalizing and releasing rules and tax structures.

History of Legal Gambling in AZ

Arizona had a sordid history with legal gambling until recently. The AZ Lottery has existed since 1980, and for a while that was the only form of legal gambling in the state other than HHR terminals (historic horse racing). 1992 saw Arizona attempt some legal changes with regard to tribal authority over legal betting, which caused controversy, as many tribal casinos were seen as offering illegal gambling as a result.

Along comes HB 2772, which passed both arms of the Arizona legislature in April 2021. After many bills came and went, HB 2772 was the one that was able to secure support on both sides of the aisle and the governor, Doug Ducey. HB 2772 is a sweeping gambling legislation package that addresses the desires and concerns of numerous parties, such as the ones above like tribal casino operators and interested citizens looking to place legal bets.

Now it's up to the Arizona Department of Gaming to set and finalize taxation and skin allowances. At the moment, the proposed tax rate for mobile operators is 10% of revenue, and each licensed provider will be allowed up to two skins. That 10% tax rate is among the lowest in the country, so it's going to be a competitive market as operators vie for one of the 20 online sports betting licenses available in the state.

Timeline of Legal Online Wagering in AZ

  • July 7th, 2021: The public comment period regarding sports betting in AZ ends at midnight. After this, the Arizona Department of Gaming will finalize their ruleset and begin accepting license applications.
  • May 24th, 2021 The US Department of the Interior approves the changes to the tribal compact indicated in HB 2772.
  • April 15th, 2021: Gov. Doug Ducey signs HB 2772 into law.
  • April 12th, 2021: The AZ Senate approves HB 2772.
  • March 4th, 2021: HB 2772 is approved by the AZ House.
  • January 14th, 2021: In response to budget concerns, issues of illegal gambling, and more, Governor Doug Ducey indicates his support for a legal sports betting framework.

These rules are subject to change, but it's expected that not much will be amended from what's here: a 10% tax rate from online revenues, 20 available licenses, and an expansion of casino gambling for tribal facilities. Details on the finalized licensing framework will be posted here.
