ARIZONA RETAIL SPORTSBOOKS

DAILY FANTASY SPORTS IN ARIZONA

Many states consider daily fantasy sports legal as they fall into a no man’s land in terms of betting regulations. Arizona had laws barring DFS until 2021, when DFS became legal underneath a sweeping gambling legislation signed by Governor Doug Ducey.

Arizona residents had waited patiently for their state to catch up with others that had already legalized sports betting: now the wait is over. The Arizona Department of Gaming has finalized their ruleset, and will go live with legal bets at the outset of the 2021 NFL season. Operators will accept users for pre-registration in August and start to offer legal betting in September.

HISTORY OF LEGAL GAMBLING IN AZ

Arizona had a sordid history with legal gambling until recently. The AZ Lottery has existed since 1980, and for a while that was the only form of legal gambling in the state other than HHR terminals (historic horse racing). 1992 saw Arizona attempt some legal changes with regard to tribal authority over legal betting, which caused controversy, as many tribal casinos were seen as offering illegal gambling as a result.

Along comes HB 2772, which passed both arms of the Arizona legislature in April 2021. After many bills came and went, HB 2772 was the one that was able to secure support on both sides of the aisle and the governor, Doug Ducey. HB 2772 is a sweeping gambling legislation package that addresses the desires and concerns of numerous parties, such as the ones above like tribal casino operators and interested citizens looking to place legal bets.

Rules have been finalized, and licenses are going out with approval from the Arizona Department of Gaming with a mobile tax rate of 10% of revenue. The 10% mobile tax rate is among the lowest in the country, so it's going to be a competitive market as operators vie for one of the 20 online sports betting licenses available in the state.

TIMELINE OF LEGAL ONLINE WAGERING IN AZ

  • September 9th, 2021: Arizona sports betting goes live for all eligible users.

  • January 14th, 2021: In response to budget concerns, issues of illegal gambling, and more, Governor Doug Ducey indicates his support for a legal sports betting framework.
